Before Nolan Wells became a headline, he was somebody’s son.

Somebody’s teammate.

Somebody’s friend.

An 18-year-old young man with football dreams, a future still unfolding and a family that expected him to come home.

Today, his mother and father had to bury him.

Family, friends, teammates and community members gathered at Center Pointe Church in Ocean Springs, Mississippi, to remember Nolan Xavier Wells. The Rev. Al Sharpton delivered the eulogy. Civil-rights attorney Ben Crump delivered what organizers called a “Call to Justice.”

That order matters.

First, honor the life.

Then, demand the truth.

Because Nolan should not be reduced to the circumstances of his death. But the celebration of his life cannot become an excuse for the institutions investigating his death to stop answering questions.

His family still does not have a publicly established cause and manner of death.

The complete timeline of his final hours remains unresolved.

Official and independent investigative work continues.

And while public speculation has raced ahead—sometimes recklessly—the evidentiary record remains incomplete.

The responsible position is not to decide what happened before the evidence does.

The responsible position is to insist that every piece of evidence is preserved, examined and explained.

Today was about laying Nolan to rest.

Tomorrow must still be about getting his family the truth.

Nolan Wells disappeared during a July 4 boating trip to Horn Island, a barrier island off the Mississippi Gulf Coast.

He had traveled with friends to a large Independence Day gathering. His companions returned from the island without him. After an extensive search, authorities recovered his body on July 6.

Today’s funeral was held in Nolan’s hometown of Ocean Springs. Visitation preceded the service at Center Pointe Church, where Sharpton delivered the eulogy and Crump renewed the family’s demand for answers.

Nolan was remembered as a joyful, social young man, a student-athlete and a football player whose family wanted his funeral to celebrate the person he was—not simply mourn the way he died.

That distinction should govern the coverage.

What is known

Nolan went to Horn Island on July 4.

He did not return with the group.

His family reported him missing and a search followed.

His body was recovered two days later.

The Jackson County Sheriff’s Office remains the lead local investigative agency, with the FBI assisting in aspects of the case. The family retained Crump and pursued an independent investigation and autopsy.

The local prosecutor has said the investigative findings will be presented to a grand jury after the sheriff’s work is completed.

What is not known

The public does not yet have a final, official explanation of precisely how Nolan died.

The family has raised questions about the timeline, how Nolan became separated from his group and the handling of his phone, keys and other potential evidence. Authorities have not publicly substantiated a theory of homicide or racial violence, and no one should present speculation as an investigative finding.

Those two principles must coexist:

Do not declare guilt without evidence.

Do not declare the matter settled without evidence.

A life cannot become content

Cases like Nolan’s are especially vulnerable to social-media distortion.

Photographs are reposted without dates.

Videos are assigned identities that have not been verified.

Rumors become “updates.”

People connected to the case are harassed before investigators establish what they know.

That does not help Nolan’s family.

It contaminates the public conversation, makes reliable witnesses fearful and allows institutions to dismiss legitimate questions as internet conspiracy.

Kin+ will not do that.

The standard is straightforward:

Verified fact.

Identified source.

Clear distinction between what is known, what is alleged and what remains unanswered.

Fast is fine.

Sloppy is fatal.

Now here’s the read

A funeral creates emotional finality.

An investigation does not end because the family has been forced to hold one.

The flowers will eventually be removed.

The church will empty.

The national cameras will leave Mississippi.

That is precisely when institutional accountability matters most.

The sheriff’s office must complete its work.

The FBI must explain the scope of its involvement.

The medical findings must be released to the family.

The grand jury must receive a complete record—not a convenient one.

And every person with firsthand evidence must provide it.

Nolan’s family should not have to keep generating public pressure simply to ensure that the investigation remains urgent.

The move

The public should demand:

• A complete and verified timeline of Nolan’s movements on July 4.

• Preservation and review of relevant phone, location and communication data.

• Full witness interviews with the people who last saw him.

• Release of the official cause and manner of death when legally permitted.

• Completion of the family’s independent autopsy review.

• Clear disclosure of the FBI’s role.

• A transparent explanation of what evidence will be presented to the grand jury.

The demand is not for a predetermined result.

It is for an investigation strong enough that the result can withstand scrutiny.

Today, Nolan Wells was laid to rest.

The responsibility to tell the truth about what happened to him remains very much alive.

The Supreme Court case involving Kenneth Jouppi turns on one constitutional phrase:

“Excessive fines.”

Jouppi’s legal team says Alaska has spent years attempting to permanently take his airplane after a passenger transported alcohol into a dry community. His attorneys value the plane at approximately $95,000.

The constitutional question is not whether government may punish illegal conduct.

It may.

The question is how courts decide when the punishment becomes grossly disproportionate.

The abstract-offense approach

Under this approach, a court looks primarily at the general seriousness of the offense.

If the category of conduct is considered serious, the government may argue that a substantial forfeiture is justified even where the individual person’s conduct was relatively limited.

The individual-conduct approach

Under the competing approach, courts examine what the specific person actually did.

That includes culpability, harm, intent, the person’s role and the relationship between the value of the seized property and the underlying conduct.

The Supreme Court’s framing asks whether proportionality should be measured through the offense in the abstract or through the gravity of the defendant’s actual wrongdoing.

Why the distinction matters

Imagine two people are charged under the same statute.

One organized a major commercial operation.

The other played a minor role or acted without full knowledge.

If courts look only at the statutory offense, both may face the same property seizure.

If courts examine individual wrongdoing, the punishment may differ.

That difference can determine whether government takes a small amount of money—or somebody’s home, vehicle, business equipment or primary means of earning a living.

The receipt

Civil forfeiture can operate at the intersection of punishment and revenue.

The government has an incentive to describe the offense broadly.

The person losing the property has an interest in forcing the court to examine the precise facts.

The Supreme Court will now decide which view the Constitution requires.

Government should not be permitted to transform every offense into an opportunity to seize wealth far beyond the harm proven.

Columbus says it has district representation.

But every voter in the city still votes in every City Council race.

A candidate must live in a particular district. The people living inside that district can vote for that candidate.

So can everybody else in Columbus.

That means a neighborhood can prefer one person—and the rest of the city can install somebody else to represent it.

That is not a ward system.

It is an at-large election system wearing a district name tag.

On Thursday, the Our City Our Say coalition carried three boxes containing 23,188 petition signatures into Columbus City Hall. The group needs 12,533 valid signatures to place a charter amendment on the November ballot.

The amendment would create what organizers call a true ward system: nine council districts, nine representatives and each member elected only by the residents of the district that person represents. The current map would remain in place.

This is not a technical debate for election lawyers.

It is a power question.

Who gets to choose the person speaking for Bronzeville?

Who gets to decide what Hilltop needs?

Who holds the council member accountable when the neighborhood and the citywide electorate want different things?

And when a district rejects a candidate but that candidate wins citywide, which constituency becomes the representative’s real political base?

The petition does not settle the argument.

It gives voters the opportunity to settle it.

That is what democratic reform is supposed to do.

Our City Our Say submitted 23,188 signatures Thursday in support of a proposed amendment to the Columbus City Charter.

If at least 12,533 signatures are validated, the measure could appear on the November ballot. The city attorney’s office and Franklin County Board of Elections will review the petitions before City Council determines whether they are sufficient.

The proposal would retain Columbus’ existing nine-district map but change who votes in each council race.

Under the current hybrid system:

• Council candidates must live inside a particular district.

• Every Columbus voter votes in all nine council races.

• Each elected member therefore represents a district but is chosen citywide.

Under the proposed system:

• Each council member would continue living within one of nine districts.

• Only residents of that district would elect its representative.

• Every voter would choose one council member rather than voting in all nine races.

Why the current system matters

Columbus used an entirely at-large City Council system for decades. Voters approved the shift toward districts in 2018, and the new structure took effect beginning with the 2023 election.

But the change stopped short of creating district elections.

That compromise preserved citywide voting power while requiring geographic residency.

The contradiction became especially visible in the District 7 race: Tiara Ross won citywide and joined council, while her opponent received more votes from people living inside the district itself.

That is the cleanest illustration of what this petition is about.

The district expressed one preference.

The citywide electorate produced another outcome.

The current system says the citywide result should prevail.

Our City Our Say says the district should choose its own representative.

The argument for true wards

Supporters say a ward system would create clearer neighborhood accountability.

A resident would know exactly which council member represents the district—and that member’s political future would depend on voters in that district rather than the entire city.

It could also lower the cost of campaigning. A candidate would need to reach one district instead of building name recognition and fundraising capacity across Columbus.

That could create a more realistic path for neighborhood organizers, working-class candidates and people without access to the city’s established donor and political networks.

It may also make council members more responsive to the specific needs of their district.

What works in Bronzeville is not necessarily what works in Clintonville. What Hilltop needs may not be what Downtown or Italian Village demands.

District representation is supposed to give those differences political weight.

The argument against it

A pure ward system carries risks too.

Council members could prioritize district interests over citywide needs.

Neighborhood competition could intensify around development, public spending, affordable housing and infrastructure.

Some critics may argue that members should remain accountable to the whole city because their votes affect every Columbus resident.

Others may prefer a mixed system—some district seats and some citywide seats—rather than moving entirely to wards.

Those arguments deserve a public hearing.

They do not justify keeping the decision away from voters.

Now here’s the read

The deeper issue is not whether a true ward system is perfect.

No structure is.

The issue is whether Columbus’ current system delivers the representation its district language promises.

A council member who represents one district but depends on votes from the whole city answers to two electorates.

When those electorates disagree, the larger one usually carries more political power.

That can weaken neighborhood accountability—particularly in Black, working-class and historically disinvested communities whose interests may not align with wealthier, higher-turnout parts of the city.

A real district system would not automatically produce better council members.

It would make the chain of accountability clearer.

Your district elects you.

Your district judges your performance.

Your district can remove you.

That clarity has value.

The move

The first demand is simple:

Validate the signatures transparently and on time.

The city should publish:

• The number of signatures accepted and rejected.

• The reason categories for rejected signatures.

• The validation timeline.

• The full charter-amendment language.

• A plain-English comparison of the current and proposed systems.

• Every required public hearing and ballot deadline.

Then the campaign and its opponents should answer the questions voters actually need resolved:

• Would district elections make campaigns less expensive?

• How would vacancies be filled?

• Would district members still be required to consider citywide interests?

• Should Columbus retain any at-large seats?

• How would the system affect Black political representation?

• What safeguards would prevent ward politics from becoming patronage politics?

The petition has earned the public conversation.

Now City Hall must not hide that conversation inside procedure.

Ohio’s Department of Medicaid administers approximately $40 billion annually in health coverage and related programs for about 2.9 million residents.

A new auditor’s management letter identified weaknesses involving claim monitoring, required reporting, cash deposits, drug-rebate oversight and access to computer systems.

$28.6 billion in Medicaid benefits

Auditors said the department did not complete its monitoring of claims for approximately $28.6 billion in Medicaid benefits processed through fiscal intermediaries.

The concern is not that auditors proved $28.6 billion was misspent.

The finding is that incomplete monitoring increases the risk of inaccurate, incomplete, delayed or noncompliant payments.

$916.7 million in children’s health coverage

The same monitoring concern applied to approximately $916.7 million in Children’s Health Insurance Program benefits.

$857 million not reconciled annually

The department did not complete an annual reconciliation involving $857 million used to reimburse health-care providers, leaving auditors unable to confirm that related franchise-fee assessments were accurate and complete.

$3.82 billion in drug rebates

Auditors said the department failed to obtain and review necessary reports from third-party administrators connected to $3.82 billion in rebates from drug manufacturers.

Missing required reports

The department lacked procedures ensuring submission of reports concerning pregnant women, children, infants and barriers to health-care access to the Ohio Joint Medicaid Oversight Committee.

Computer access

Auditors identified inappropriate system access and failures to promptly revoke access for former employees.

That creates a risk of unauthorized transactions, altered data and misuse of state or federal funds.

The receipt

The audit does not establish that every dollar reviewed was lost, stolen or improperly paid.

It establishes that the state’s controls were not strong enough to provide the level of assurance a $40 billion program requires.

That distinction matters.

So does this one:

Administrative failure is not victimless simply because it happens inside an office.

When oversight fails, the risk reaches provider payments, prescription costs, patient data and coverage for people who depend on Medicaid to survive.

They always sell surveillance with the same promise.

This will make you safer.

This will help police find the stolen car.

This will help bring the missing child home.

This will give investigators another tool.

And sometimes, the tool does exactly that.

But here is the part government does not put on the billboard:

Every surveillance system built for one purpose can eventually be used for another.

The camera installed to search for a robbery suspect can track the vehicle of an immigrant family.

The database created to find a stolen car can reveal where somebody went to church, where they slept, where they worked and which neighborhood they entered.

The local system can become part of a statewide network.

The statewide network can become accessible to an outside agency.

And suddenly, a city that says it is welcoming immigrants has built infrastructure that may help somebody else find them.

That is the accountability problem now confronting Columbus.

An audit identified approximately 15,000 immigration-related searches involving Columbus’ Flock Safety license-plate-reader system. Mayor Andrew Ginther responded by ordering Columbus police to stop sharing the city’s Flock data across the statewide network. City Council’s Public Safety and Criminal Justice Committee has scheduled an August 10 public hearing to examine the system and the audit.

That is movement.

It is not yet accountability.

Because we still do not know who conducted the searches.

We do not know which agencies received the information.

We do not know how many Columbus residents were tracked.

We do not know whether any search contributed to an immigration stop, workplace raid, detention or deportation.

We do not know whether the searches violated city policy.

And we do not know what happens to anyone who used the system improperly.

A hearing is where those questions should begin.

It cannot be where they end.

Columbus will hold a special public hearing on August 10 to examine the police division’s use of Flock Safety automated license-plate readers.

The announcement follows an audit that found the Columbus network had been searched approximately 15,000 times for immigration-related purposes. Ginther then directed the police division to stop sharing the city’s data through the broader statewide Flock network.

Council Member Emmanuel Remy, who requested the audit and chairs the Public Safety and Criminal Justice Committee, said the hearing would center transparency and accountability.

Good.

Now the city has to show its work.

What Flock cameras actually collect

Flock devices are automated license-plate readers. They photograph passing vehicles and create searchable records that can include the plate number, vehicle type, color, identifying features, location and time.

Unlike a red-light camera, the system is not primarily designed to issue traffic tickets.

It is designed to create investigative data.

Police can search the system for a specific license plate. They may also search by vehicle description or receive alerts when a vehicle associated with a law-enforcement list passes a camera.

The power of the system is not merely that one camera photographs one vehicle.

The power is that cameras and databases can be connected.

That creates the ability to reconstruct movement across streets, neighborhoods, cities and jurisdictions.

Axios reported that a third-party camera-mapping project estimates nearly 600 Flock and related cameras operate across Franklin County.

That scale changes the question.

This is no longer about a camera at one intersection.

It is about a regional movement database.

“Immigration-related” is not specific enough

The audit finding is alarming, but the phrase immigration-related searches is too broad to serve as the final explanation.

1. Were the searches conducted by Columbus police?

2. Were they conducted by another Ohio agency using shared access?

3. Were federal immigration agents involved?

4. Were investigators searching for a person accused of a serious crime?

5. Were they looking for somebody based only on suspected immigration status?

6. Did the searches involve human trafficking, smuggling or another criminal investigation?

7. Did they involve civil immigration enforcement?

8. Were any searches approved automatically through another agency’s request?

Those distinctions matter.

Not because some forms of surveillance should escape scrutiny.

They matter because the public cannot judge legality, necessity or proportionality without knowing the purpose, requester and result of each category of search.

The city should not release private information about innocent residents.

But it can release aggregated records showing:

• Which agencies initiated the searches.

• How many searches each agency conducted.

• What purpose codes were entered.

• Whether a warrant, court order or active criminal case existed.

• How many searches returned a result.

• How many led to a stop, arrest or recovery.

• Whether any led to immigration detention or deportation.

• How many searches violated policy.

• Whether access was suspended or disciplined.

Without those records, “15,000 searches” becomes a number large enough to create fear but too vague to produce accountability.

The public-safety argument deserves receipts too

Police departments routinely defend license-plate readers as tools for locating stolen vehicles, finding missing people and generating investigative leads.

Those are legitimate public-safety interests.

But public officials should not answer civil-liberties concerns with anecdotes alone.

Columbus should document how effective its system has been.

1. How many crimes were materially solved because of Flock data?

2. How many stolen vehicles were recovered?

3. How many missing or endangered people were located?

4. How many alerts were wrong?

5. How many innocent drivers were stopped because of an inaccurate or outdated match?

6. How much has the city paid Flock Safety?

7. How much staff time is required to operate and audit it?

8. Does the system produce benefits that could not be achieved with narrower, warrant-based searches?

A government tool should not be judged only by whether it has ever helped.

It should be judged by whether its measurable benefits justify its total cost—including the privacy cost.

Black communities know what “temporary” surveillance becomes

Black America has heard this story before.

The expanded power is introduced for an emergency.

The database is built for the most serious cases.

The camera is placed where officials say crime is highest.

The access is supposed to be limited.

Then the emergency ends, the infrastructure remains and the circle of authorized users expands.

Black neighborhoods have historically experienced heavier police presence, more investigative scrutiny and less political power over how surveillance systems are deployed.

That does not prove every Columbus camera is concentrated in a Black neighborhood.

It means the city has an obligation to release the map so the public can examine the pattern.

Where are the cameras?

Which neighborhoods are most heavily covered?

Were residents consulted?

Are cameras placed according to crime data, political requests, traffic patterns or vendor recommendations?

Does coverage follow violence—or does it follow race and poverty?

We should not have to guess.

Now here’s the read

The question before Columbus is not whether technology can help police.

It can.

The question is whether the city can use powerful technology without surrendering democratic control over it.

Stopping statewide data sharing was a necessary first response.

Scheduling a hearing was a necessary second response.

The third response must be policy.

Columbus needs enforceable rules governing:

• Who may access the database.

• What justification must be documented.

• When a warrant is required.

• Whether civil immigration enforcement is prohibited.

• How long vehicle data may be retained.

• Which external agencies may submit requests.

• How residents are notified after misuse.

• How often independent audits occur.

• Which records must be published.

• What penalties apply when policy is violated.

Transparency without enforceable limits is just a clearer view of the same power.

The move

Before the August 10 hearing, Kin Nation should demand the following records:

1. The complete Flock audit.

2. The city’s contract with Flock Safety.

3. The data-sharing agreement and agency-access list.

4. The system’s search and access policies.

5. An aggregated breakdown of the 15,000 searches.

6. A map of city-owned cameras.

7. Data-retention and deletion rules.

8. Documented case outcomes attributed to the system.

9. Any disciplinary findings or access suspensions.

10. Proposed legislation—not merely promises—for governing future use.

The city already knows how many searches occurred.

Now the public deserves to know who was searching, why they were searching and what happened next.

Acting Attorney General Todd Blanche faced approximately five hours of questioning before the Senate Judiciary Committee as he sought permanent confirmation to lead the Justice Department.

Blanche previously served as Trump’s personal criminal-defense attorney.

Here is what the hearing record established:

The proposed compensation fund

The Justice Department had agreed to a settlement framework involving a roughly $1.8 billion “anti-weaponization” fund intended to compensate Trump allies who claimed they had been improperly targeted by the government.

Blanche told senators the fund was dead and would not move forward.

But he acknowledged that the underlying settlement had not been formally rescinded.

That distinction matters.

A political promise that something will not happen is not the same as a binding legal document preventing it from happening.

The tax protections

The settlement also included protections limiting tax audits of Trump and his family businesses over prior conduct.

A federal judge criticized the arrangement and referred lawyers involved—including Blanche—to state bar authorities for possible ethics review.

The “yes man” question

Blanche told senators he was not a “yes man” and said providing counsel to the president did not mean automatic agreement.

He also defended the president’s constitutional pardon authority, including pardons connected to the January 6 attack.

The Epstein records

Blanche accepted responsibility for mistakes in the Justice Department’s release of Epstein-related records, including failures that exposed some victims’ identities.

He said the department would investigate and prosecute anyone if new evidence supported criminal charges, but he did not commit to personally meeting with victims.

The receipt

The institutional question is larger than whether Blanche performed well at a hearing.

The attorney general supervises:

• Federal prosecutors.

• The FBI.

• Civil-rights enforcement.

• Voting-rights litigation.

• Police misconduct investigations.

• National-security prosecutions.

• Public-corruption cases.

• Legal positions taken on behalf of the United States.

Blanche’s former client is now the president who appointed him.

The Senate’s job is to determine whether Blanche can distinguish between protecting Donald Trump and protecting the United States.

His assurances matter.

The unresolved settlement, tax protections and record of departmental decision-making matter more.

Here is the part we are supposed to accept as normal:

The government acts. Somebody gets hurt. Somebody gets killed. Somebody’s neighborhood gets rezoned. Somebody’s tax bill changes. Somebody’s right to vote gets pulled into another political fight.

Then, after the power has already moved, the public gets a statement.

Not the evidence. Not the full video. Not the complete financial record. Not every name attached to the decision.

A statement.

That is what happened in Biddeford, Maine, where an Immigration and Customs Enforcement officer shot and killed a 26-year-old Colombian man during an operation aimed at somebody else. The agents were not wearing body cameras. The Department of Homeland Security says the man attempted to flee and that an officer fired because of a threat to public safety. The homeland security secretary reportedly told a senator that the man used his vehicle as a weapon.

Those are not identical explanations. That difference matters.

And that is the larger story running through today’s Kin Daily.

The White House is preparing a national address about voting machines and the 2020 election. The Supreme Court is asking Congress for millions more in security funding while the institution remains under ethics scrutiny.

Here in Columbus, an authority most residents have probably never heard of is preparing to levy development charges and issue bonds connected to Jeffrey Park, Grant Park, and Weinland Park.

Every one of these stories comes down to the same question:

When an institution exercises power, how quickly can the public see the receipts?

Because government power without public visibility is not accountability.

It is simply authority asking to be trusted.

WHAT HAPPENED

An ICE officer fatally shot a 26-year-old Colombian man Monday morning in Biddeford, Maine, during surveillance of an address connected to another person’s final removal order.

The man who was killed was not the person named in that order.

The Department of Homeland Security said agents attempted to stop a vehicle leaving the address. According to the department, the driver tried to flee and an officer fired while fearing for public safety.

Maine Sen. Angus King gave a more specific account after speaking with Homeland Security Secretary Markwayne Mullin. King said he was told that the driver had attempted to use the vehicle as a weapon against the agents.

The ICE agents involved were not wearing body cameras.

WHAT THE RECORD SAYS

The known record establishes several important facts:

The operation was connected to a removal order for someone else.

The man who was killed was coming from the address under surveillance but was not the target of the warrant.

Federal officials have offered related but materially different descriptions of what prompted the officer to fire.

There is no body-camera footage from the agents.

Immigrant-rights organizations say the man was authorized to work in the United States. The Colombian Embassy says it is assisting his family. The FBI and other authorities have been involved in examining the scene and evidence.

Franklin County, OH lists a county commissioners’ general session, two rezoning hearings and another public meeting for today.

The calendar confirms that the meetings are occurring, but it does not make the underlying consequence obvious from the index alone. The newsroom question is which parcels, ownership entities, contracts and neighborhoods are involved.

What Kin+ is watching:

• Land ownership behind the rezoning requests.

• Whether public infrastructure is being promised.

• Proximity to Black neighborhoods.

• Housing, traffic and environmental consequences.

• Contracts or spending moving through the general session.

A meeting notice is not the story.

Who gains, who pays and who was never told—that is the story.
